The deputy minister of finance, Maureen Hinda-Mbuende, on Wednesday tabled amendments to the Road Fund Administration (RFA) Act of 1999. The amendments aim to provide for exemptions from payment of entry fees and will provide for measures regarding how the RFA will deal with prescribed annual licence fees interest and penalties, as well as current outstanding collectable annual licence fees interest and penalties. With regards to the exemption from entry fees, Hinda-Mbuende said a need was identified to exempt foreign-registered vehicles from this entry fee in certain circumstances.
Nico Smit of the Popular Democratic Movement (PDM) has thrown his weight behind the call by Rally for Democracy and Progress member Mike Kavekotora, who proposed an investigation into projects initiated by the government. In his motivation on Tuesday, Smit stressed that such an investigation is long overdue.
He blamed the Swapo-led government for “driving our country into the ground”.
Smit said under the guidance of founding president Sam Nujoma, his predecessor, Hifikepunye Pohamba, and now president Hage Geingob, “the corruption and mismanagement were established that have become part of the Namibian political lifestyle”.
The deputy minister of disability affairs, Alexia Manombe-Ncube, has commended PDM member Winnie Moongo for tabling the motion on the state of mental health institutions in the country.
During her contribution to the motion on Wednesday, she said mental health “is indeed a major and very real issue we are confronted with on a daily basis”.
The Swapo member said the reform of mental institutions hinges on the political will of national leaders.
PDM member Lukas Hamata supported the call to merge the Directorate of Youth, the National Youth Council, and the National Youth Service into a single body.
In his motivation on Tuesday, Hamata said having a single entity would provide direction in addressing youth unemployment in Namibia.
“When combining the three entities, financial resources and expertise will also be combined to ensure optimum implementation of projects which will address high youth unemployment,” he said.
